(3) THE COMMISSION, IN CONSULTATION WITH THE SECRETARY, MAY
DETERMINE THE APPROPRIATE JOB CLASSIFICATIONS AND, SUBJECT TO THE STATE
BUDGET, THE COMPENSATION FOR THE EXECUTIVE DIRECTOR, DEPUTY DIRECTOR, AND
EACH PRINCIPAL SECTION CHIEF OF THE COMMISSION.

          (a) (l) In this section the following words have the meanings indicated.

(2) "Facilities" means hospitals and related institutions whose rates have
been approved by the Commission.

[(3) "Net State contribution" means, for fiscal year 1994 and for each fiscal
year thereafter, one-fifth of the General Fund appropriation for the Commission.]

(c) (1) The total user fees assessed by the Commission may not exceed
[$2,500,000] $3,000,000 in any fiscal year:

General Fund appropriation for the Commission.

shall be equal to 4. times the net State contribution.]

(3) THE USER FEES ASSESSED BY THE COMMISSION SHALL BE USED
EXCLUSIVELY TO COVER THE ACTUAL DOCUMENTED DIRECT AND INDIRECT COSTS
OF FULFILLING THE STATUTORY AND REGULATORY DUTIES OF THE COMMISSION
IN ACCORDANCE WITH THE PROVISIONS OF THIS SUBTITLE.

(4) THE USER FEES ASSESSED BY THE COMMISSION MAY BE EXPENDED
ONLY FOR PURPOSES AUTHORIZED BY THE PROVISIONS OF THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER-ENACTED, That this Act shall take effect
July 1, 1993.
