(e) The county commissioners, county council, and Mayor and City Council of
Baltimore City:

(2) May not deny any of the amount required for a school year to pay the
minimum salaries of professional employees who are not assigned to schools if the
number of professional employees who are not assigned to schools does not exceed 5
percent of the allowed professional employees as defined under [§ 2-205(n)] § 2-205(M)
of this article.

(a)     (2) Of the 25 Board members:

(i) 8 shall be public school classroom teachers, as follows:

statewide teachers' organization representing teachers in at least one jurisdiction within
the State for collective bargaining purposes other than the majority organization provided
for in item 1 of this subparagraph[.];

(b)     (2) In making the appointments required under this subsection, the
Governor shall ensure that the Board is representative of:

(ii) Minority populations of .the State as defined in § 9-301 of the State
[Finance and Procurement] GOVERNMENT Article.
