50.01.00                      MISCELLANEOUS GRANT PROGRAMS

(A)    The Columbus Center. Provide a grant to The Columbus Center,
Inc. to construct and equip The Columbus Center, provided that
$4,000,000 may not be spent until the Board of Public Works certifies
a $4 matching private contribution for every State dollar
(Baltimore
City).....................................................................................................

(B)     Maryland Bioprocessing Facility. Provide a grant to the Maryland
Bioprocessing Center to equip the Maryland Bioprocessing
Facility, provided that this appropriation may not be expended
until:

(1)    the Maryland Bioprocessing Center, Inc. has received at least
$3 million in non-state contributions for the construction, start-up
and validation of the facility, and the information is submitted to
the Department of Fiscal Services;

(2)    the Department of Economic and Employment Development
provides the budget committees with a report detailing a plan of
preferential treatment for Maryland firms, and a strategy for
encouraging firms to locate their manufacturing facilities in rural
areas of the State; and

(3)     the committees have reviewed and commented upon the
report or 45 days have elapsed from the date the report is received
by the committees.

It is the intent of the General Assembly that the department
pursue further income generating measures for this facility in
order to ensure its self-sufficiency, the possibility of financing a
repayment of its construction costs, and the financial involvement
of the private sector in the construction and operation of the
facility. (Baltimore City).....................................................................

(C)    Silver Spring Revitalization. Provide a grant to Montgomery
County to design, construct, and renovate facilities for the Silver
