1993 LAWS OF MARYLAND

assistance to State and local government entities to acquire,
design, construct, rehabilitate, equip, and improve water supply
facilities. The funds appropriated for this purpose shall be
administered in accordance with Chapter 306 of the Acts of 1982
and in accordance with the rules and regulations of the Secretary
of the Department of the Environment set forth in the Code of
Maryland Regulations (COMAR) 26.03.09......................................

DEPARTMENT OF JUVENILE SERVICES
40.01.01                               OFFICE OF THE SECRETARY

(A)    Juvenile Services Facilities. Provide grants to acquire, design,
construct, renovate, and equip residential and non-residential
facilities. The funds appropriated for this purpose shall be
administered as provided by Sections 4-101 through 4-106 of
Article 83C - Juvenile Services (Statewide)....................................

(B)    Sykesville Detention Center. Design the conversion of the Lane
Building at Springfield Hospital Center to a detention center
(Carroll County).................................................................................

(C)    Thomas O'Farrell Center Classroom Building. Design, construct,
and equip a classroom building (Carroll County)............................

(D)    Juvenile Services Capital Project Fund. A Juvenile Services Capital
Project Fund shall be established for proposed capital projects of the
Department of Juvenile Services. The Department shall develop a
master facilities plan outlining capital project needs for Fiscal Years
1994 through 1998. This plan shall be approved by the Department of
Budget and Fiscal Planning. Appropriations may not be expended
from the fund prior to review and comment on the plan by the Joint
Oversight Committee on Juvenile Services Initiatives and the budget
committees, or the passage of 90 days from receipt of the plan

(D) Charles H. Hickey, Jr. School. Provide funds to complete
renovation of security measures at the facility...............................

(E) Baltimore City Juvenile Justice Center. Provide funds to acquire
land and begin design for a comprehensive juvenile justice facility
to include 144 detention beds. Provided that no funds for this
project may be expended until the Departm
ent of Juvenile Services
has an approved program plan and has submitted a report to the
budget committees which details the acquisition costs and explains
the construction design and the budget committees have reviewed
and commented on the report or 45 days have elapsed from the
date the report is received by the committees..................................
