[E] G. [Said] THE Board OF GOVERNORS [shall hold its first meeting on the
call of the President of the County Commissioners of Garrett County and] shall elect
from among its members a Chairman and Vice Chairman. The Board shall also elect a
[Secretary, Treasurer] SECRETARY/TREASURER and such other officers as it may
determine. The Board shall meet at least [once each month] TEN TIMES A YEAR and
such other times as it shall determine or when called by the Chairman.

In the operation of [said] THE hospital, all money received shall be deposited in
the name of [said] THE Board of Governors in such proper financial INSTITUTION OR
institutions as [it] THE BOARD shall order[, and said]. THE Board of Governors shall
have power to make all proper expenditures for the operation of [said] THE hospital[,
said expenditures to]. EXPENDITURES MAY ONLY be made [only] by proper vouchers
signed by the [Chairman of said Board and the Treasurer thereof] PRESIDENT OF THE
GARRETT COUNTY MEMORIAL HOSPITAL OR BY THE PRESIDENT'S DESIGNEE.
Proper books and accounts shall be kept and maintained of all receipts and expenditures
by [said] THE Board of Governors in the operation of [said] THE hospital and shall be
audited not less than once [in each] A year by a duly qualified INDEPENDENT auditor or
accountant appointed by the [County Commissioners] HOSPITAL. THE 'HOSPITAL
SHALL MAKE A REPORT ON THE AUDIT TO THE COUNTY COMMISSIONERS; [Said]
THE Board of Governors shall have power from time to time in the rnaintenance of
[said] THE hospital and from the funds thereof to make such repairs as may be required
upon [said] THE building of buildings COMPRISING THE HOSPITAL and to purchase
such supplies and equipment as may be necessary in [such] THE HOSPITAL'S operation
and maintenance, but shall not have authority, without the consent of the Board of
County Commissioners, to ERECT, CONSTRUCT, OR make any [addition thereto or
increase the capital account' thereof unless such addition or increase of capital accounts
shall be by donation of individuals to said Board of Governors]. ADDITIONS TO THE
IMPROVEMENTS LOCATED ON THE PROPERTY CONVEYED BY THE MAYOR AND
TOWN COUNCIL TO THE COUNTY COMMISSIONERS FOR THE GARRETT COUNTY
MEMORIAL HOSPITAL.

It shall be the duty of" [said] THE Board of Governors to furnish to the County
Commissioners [at the end Of each three (3) months a] ONCE EACH YEAR AN AUDITED
FINANCIAL statement CONFORMING TO GENERALLY ACCEPTED ACCOUNTING
STANDARDS showing the receipts, disbursements and general financial condition of
[said] THE hospital.
SECTION 2. AND BE IT FURTHER ENACTED, that notwithstanding Section 1
of this Act, the terms of members of the Board of Governors of the Garrett County
Memorial Hospital serving on the effective date of this Act shall be as follows:
(1) An elected official serving as an ex officio member on the Board shall
continue to serve for the official's respective term of elected office.
(2) A member serving on the Board as a designee of an elected official shall serve
for two years or until the respective elected official's term ends, whichever occurs first.
