(b)  (1) In this section the following terms have the
meanings indicated:

(ii) "Employee" means a State employee,
classified or unclassified full-time or part-time, who is
employed by a State agency except a police employee as defined in
[Article 88B] ARTICLE 88B, § 2 of the Code.

(c)  (2) Notwithstanding the provisions of subsection (c)(1)
of this section:

(ii) A person in receipt of a special death
benefit under Article 88B, [§ 53(9)] § 53(K) of the Code may
receive the same subsidy that is provided to a State employee.

(c) The following persons are excepted from the provisions
of this subtitle:

(12) Classified employees of the University of
Maryland for whom a grievance procedure exists in [§ 7 of the
University of Maryland publication known as "Personnel Practices
for Classified Employees" except as modified by] Title 13,
Subtitle [1] 1A of the Education Article;
