AN ACT to:

(1)  define certain terms;

(2)  repeal certain obsolete provisions and make stylistic
changes;

(3)  authorize the director to enter into certain
agreements;

(4)  repeal certain rates and require the County Executive
to establish taxicab rates by regulation;

(5)  abolish the taxicab service panel and establish a
taxicab services advisory committee with certain
membership, terms, and duties;

(6)  establish certain licensing procedures and
requirements;

(7)  alter the method of determining the number of
authorized passenger vehicle licenses;

(8)  establish a lottery system for the issuance of
passenger vehicle licenses under certain circumstances;

(9)  restrict the transfer of passenger vehicle licenses
under certain circumstances and provide certain
penalties for violation;

(10) eliminate appeals to the Board of Appeals;
