provide for installation of noise mitigation measures in certain
locations; to change requirements regarding land within the
100-year floodplain; to prohibit grading in certain locations and
before certain plans have been approved; to require landscaping
in certain locations; to require dedication of certain amounts of
open space; to regulate the types of land that may be included in
the open space; to change the law regarding site development
plans and to provide for enforcement of site development plans;
and generally to update the subdivision and land development
regulations.

Effective Date February 6, 1989.

AN ACT amending Section 2.207 "Notice to the Public" and
Section 16.303 "Conduct of Hearings" of the Howard County Code
regarding notice provisions for petitions to clarify or revoke a
special exception and notice provisions for hearings to clarify
or revoke a special exceptions.

AN ACT amending Section 16.203 "Zoning districts and zoning
regulations" of the Howard County Code to clarify language and to
provide for zoning with a site plan requirement.

AN ACT amending Section 16.305 "Enforcement" of the Howard
County Code to provide for enforcement by civil penalty of
decisions of the Board of Appeals.

AN ACT amending Section 18.112 "Municipality, property
owners or developers constructing systems" and Section 18.202
"Findings" of the Howard County Code to provide for partial
release from the surety requirements of developer agreements as
developers partially complete required water and/or sewer work;
