Resolution No. 128

RESOLUTION proposing to amend subsection (b) "Appointments"
of Section 704 "Appointment, promotion and discipline" of Article
VII "Merit System" of the Howard County Charter to provide for
the appointment of individuals to permanent positions in the
classified service from a list of the 10 highest eligibles
certified on the basis of examination; and submitting this
amendment to the voters of Howard County for their acceptance or
rejection in accordance with Article X of the Howard County
Charter.

Resolution No. 129

RESOLUTION proposing to amend Section 705 "Appeals" of
Article VII "Merit System" of the Howard County Charter to
provide that employees may elect to appeal personnel actions
through binding arbitration as established by law or contained in
a collective bargaining agreement; and submitting this amendment
to the voters of Howard County for their acceptance or rejection
in accordance with Article X of the Howard County Charter.

Resolution No. 132

RESOLUTION proposing to amend Subsection (o) of Section 914
"Definitions and rules of construction" of Article IX "General
Provisions" of the Howard County Charter to provide that the term
"County Government" include all offices, departments,
institutions, boards, commissions and agencies established by
Charter, law, or resolution; and submitting this amendment to the
voters of Howard County for their acceptance or rejection in
accordance with Article X of the Howard County Charter.
