Fiscal Procedures" of the Howard County Charter to provide that
any contract, lease or other obligation requiring funds from
appropriations of a later fiscal year shall be approved by
ordinance which shall be effective immediately upon enactment;
and submitting this amendment to the voters of Howard County for
their acceptance or rejection in accordance with Article X of the
Howard County Charter.

Resolution No. 125
RESOLUTION proposing to amend Section 612 "Appropriation
control and certification of funds" of Article VI "Budgetary and
Fiscal Procedures" of the Howard County Charter by adding
subsection (b) to provide that the Director of Finance may
advance funds in connection with capital projects for which bond
enabling laws have been approved and that repayment of the
advance shall be made from the proceeds of the bond sale or from
other available monies; and submitting this amendment to the
voters of Howard County for their acceptance or rejection in
accordance with Article X of the Howard County Charter.

Resolution No. 126
RESOLUTION proposing to amend Section 617 "Form and term of
bonds: of Article VI "Budgetary and Fiscal Procedures" of the
Howard County Charter to provide that all bonds be serial form,
consecutively numbered and payable in annual installments and to
allow manual or facsimilie signatures on bonds provided that at
least one of the required signatures be manually subscribed; and
submitting this amendment to the voters of Howard County for
their acceptance or rejection in accordance with Article X of the
Howard County Charter.

RESOLUTION proposing to amend Section 703 "The Personnel
Board" of Article VII "Merit System" of the Howard County Charter
to provide that there shall be four public members of the
Personnel Board and one member from the classified service and an
alternate from the classified service; and to provide that no
member shall be reappointed after having served eight consecutive
