Resolution No. 121
RESOLUTION proposing to amend Section 602 "Comprehensive
scope of budget; public hearing" of Article VI "Budgetary and
Fiscal Procedures" of the Howard County Charter to provide that
the County Executive hold at least two public hearings during the
preparation of the budget in December and March; and submitting
this amendment to the voters of Howard County for their
acceptance or rejection in accordance with Article X of the
Howard County Charter.

Resolution No. 122
RESOLUTION proposed to amend Section 611 "Lapsed
appropriations" of Article VI "Budgetary and Fiscal Procedures"
of the Howard County Charter to provide that appropriations to
the risk management fund are non-reverting and do not lapse into
the County treasury at the end of the fiscal year; and submitting
this amendment to the voters of Howard County for their
acceptance or rejection in accordance with Article X of the
Howard County Charter.

Resolution No. 123
RESOLUTION proposing to amend Section 612 "Appropriation
control and certification of funds" of Article VI "Budgetary and
Fiscal Procedures" and Section 805 "Conformity with budget
limitations and allotments" of Article VIII "Centralized
Purchasing" of the Howard County Charter to provide by law the
amount above which funds cannot be spent or encumbered without
the approval of the Director of Finance; and submitting this
amendment to the voters of Howard County for their acceptance or
rejection in accordance with Article X of the Howard County
Charter.
