AN ACT to repeal and reenact, without amendments, Subsection
A of Section 38-25, Board of Ethics, to repeal and reenact, with
amendments, Subsections A and Subsection B of Section 38-25,
Board of Ethics, and to add new Section 38-25.1, County
Executive—Private Occupation for Compensation, to Article III,
Code of Ethics, of Chapter 38, Personnel, of the Harford County
Code, as amended; to prohibit the County Executive from
participating in a private occupation for compensation without
the approval of the Board of Ethics; to require the County
Executive to submit certain information to the Board when seeking
its approval of a private occupation; to allow the Board to deny
approval only under certain conditions; to give the County
Executive the right to a hearing before the Board when seeking
its approval for a private occupation; to allow the County
Executive to appeal the Board's decision concerning the
Executive's private occupation; to provide that this Act does not
apply to any person elected to the office of County Executive
before the effective date of this Act; and to make this Act
contingent upon a certain event.
Effective Date December 5, 1988.

AN ACT to add new section 109-8.1, Notice of Addition of
Landfills to Solid Waste Management Plan, to Article I, General
Provisions, of Chapter 109, Environmental Control, of the Harford
County Code, as amended; to require that certain information be
submitted with an application to include a proposed landfill in
the solid waste management plan; to require that notice of the
hearing for the application be given to certain persons; to
provide that approval of an application is not final until the
applicant reimburses the county for the cost of giving notice; to
require that notice of the hearing be posted on the proposed
site; to define a certain term; and generally relating to
landfills and the solid waste management plan.
Effective Date December 13, 1988.

AN ACT to repeal and reenact, with amendments, Section
163-7, Procedures, Section 163-8, Hearing Before the Council,
Section 163-10, Subrogation, and Section 163-11, Reimbursement by
Dog Owner, of Article I, Compensation for Livestock Damaged by
Dogs, of Chapter 163, Livestock, of the Harford County Code, as
amended; to require that two appraisers evaluate each claim for
compensation for livestock damaged by dogs; to require that each
