AN ACT to propose an amendment to Article VIII, General
Provisions, of the Harford County Charter, as amended, by adding
Subsection (m) to Section 811, Definitions and Rules of
Construction; to define the term "qualified voter" to mean a
person who is qualified to register to vote; to specify
exceptions to this definition; and to require the submission of
this amendment to the legally qualified voters of Harford County
for their adoption or rejection, in accordance with Section 905
of the Harford County Charter.

AN ACT to add new Chapter 162, heading, Livability Code, to
the Harford County Code, as amended; to provide for the
establishment of minimum property maintenance standards for basic
equipment and facilities used for light, ventilation, heating,
and sanitation for rental housing units and premises, and for
safe and sanitary maintenance of rental housing units and
premises; and generally relating to rental housing.
Effective Date October 4, 1988.

AN ACT to add new Section 41-20.1, Sheltered Workshops, and
to repeal and reenact, with amendments, Subsection A of Section
41-27, Open Market Procedure, of Article III, Purchase Orders and
Contracts, of Chapter 41, Procurement, of the Harford County
Code, as amended; to establish a percentage bidding preference
for sheltered workshops that bid on county contracts for
janitorial services; to require that the county purchase county
building signs from sheltered workshops, with certain exceptions;
to define certain terms; and generally relating to procurement.
Effective Date October 14, 1988.
