recognize the funds generated by the Small Business   Loan Program

as a funding source for the Program and to authorize   the Director

of Economic Development to set fees and charges for     loans made
under the Program; and

WHEREAS, the County Council also finds it desirable to
provide for the deposit of other funds into the Small Business
Loan Fund; now, therefore,
