WHEREAS, a certain Resolution pertaining to Annexation was

introduced at a regularly scheduled meeting of the Mayor and

Council for the City of Hagerstown, Maryland, on May 10, 1988;
and

WHEREAS, after proper notice in accordance with Article 23A,
Section 19 of the Annotated Code of Maryland, a public hearing
was held on July 19, 1988, in the Council Chambers, City Hall.

MARYLAND INTRODUCED AND PASSED PURSUANT TO ITS GENERAL POWERS FOR
THE PURPOSE OF AMENDING AND REVISING THE CHARTER OF THE CITY OF
HAGERSTOWN, A MUNICIPAL CORPORATION, EXISTING UNDER AND BY VIRTUE
OF THE LAWS OF THE STATE OF MARYLAND, AND IN PARTICULAR AMENDING
ARTICLE V. SECTION 515 OF THE PRESENT CITY CHARTER AS ADOPTED AND
EFFECTIVE ON APRIL 6, 1983, SO AS TO PROVIDE FOR CERTAIN
