first clause and, as it related to the qualifications
of applicants for a limited license, the second clause
of the first sentence of former Art. 74, § 3.
This section is revised to resolve a contradiction
that existed in former Art. 75, § 3, which, in the
first sentence, stated that, if an individual trained
as an apprentice pilot for at least 2 years and
demonstrated sufficient ability, skill, and
experience, the Board was required to issue the
individual 1 of 3 kinds of licenses. However, the
second sentence of former § 3 stated that, to qualify
for 1 of the 3 kinds of licenses -- a license to pilot
vessels of any draft -- an' individual must meet
additional requirements. Therefore, an individual who
was an apprentice pilot for at least 2 years and
demonstrated sufficient ability, skill, and experience
actually is eligible for only 1 of 2 kinds of
licenses: a 28-foot-draft limited license or a
34-foot-draft limited license.
In subsection (c) of this section, the term "draft" is
substituted for the former term "draught" to conform
to contemporary usage.

11-404. QUALIFICATIONS OF APPLICANTS FOR OTHER LICENSE.
(A) IN GENERAL.
TO QUALIFY FOR A LICENSE OTHER THAN A LIMITED LICENSE, AN
APPLICANT SHALL BE AN INDIVIDUAL WHO MEETS THE REQUIREMENTS OF
THIS SECTION.
(B) AGE.
AN APPLICANT SHALL BE AT LEAST 18 YEARS OLD.
(C) LIMITED LICENSE.
AN APPLICANT SHALL HAVE HELD A LIMITED LICENSE AND HAVE
PROVIDED PILOTAGE FOR AT LEAST 3 YEARS.
(D) ABILITY, SKILL, AND EXPERIENCE.
AN APPLICANT SHALL POSSESS SUFFICIENT ABILITY, SKILL, AND
EXPERIENCE FOR THE LICENSE AS DETERMINED BY THE BOARD THROUGH
OBSERVATION OF THE APPLICANT'S PERFORMANCE PROVIDING PILOTAGE.
