Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 569.

This bill permits the Maryland Small Business Development
Financing Authority to delegate the review and approval of an
application for assistance from the Contract Financing Fund to
the Executive Director of the Authority when the applicant meets
all other application requirements.

House Bill 1215, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 569.

AN ACT concerning

Maryland Small Business Development Financing Authority -
Contract Financing Fund

FOR the purpose of permitting the Maryland Small Business
Development Financing Authority to delegate to the executive
director of the Authority the review and approval of certain
requirements of an application for financial assistance from
the Contract Financing Fund under certain circumstances;
eliminating a descriptive qualifier relating to contracts
and projects reviewed by the Authority; and generally
relating to the Contract Financing Fund in the Maryland
Small Business Development Financing Authority.
