VETOES

In addition, I have been a strong advocate of volunteerism for
some time. Whenever possible, I have encouraged our citizens to
donate their time and their expertise to improving the State and
its operation. During my tenure as Governor, I have made a
concerted effort to avoid granting boards and commissions salary
increases that were not provided for in the State budget.
Although the cost of SB 556 is nominal, it represents an
unbudgeted expense. Because of that, I cannot in good conscience
agree to raising the salaries of the members of the Property Tax
Assessment Appeal Boards.

For those reasons, I have vetoed Senate Bill 556.

AN ACT concerning

Property Tax Assessment Appeal Board - Compensation

FOR the purpose of altering the compensation for members of a
property tax assessment appeal board.

BY repealing and reenacting, with amendments,

Article - Tax - Property
Section 3-105(c)
Annotated Code of Maryland
(1986 Volume and 1988 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Tax - Property

3-105.

(c) Each member of a board is entitled to:

(1)  compensation in accordance with the State budget
at the rate of [$20] $25 an hour but not exceeding [$120] $150
for each day or part of a day spent in hearing protests or in
executive session; and

(2)  reimbursement for expenses under the Standard
State Travel Regulations, as provided in the State budget.
