breed horses with the wagering on and other race; requiring
contain thoroughbred racetracks, the Maryland Thoroughbred
Horsemen's Association, Inc., and the Maryland Horse
Breeders' Association, Inc. to submit a certain report by a
certain date; authorizing the Maryland Thoroughbred
Horsemen's Association, Inc. and the Maryland Horse
Breeders' Association, Inc. to make a certain determination,
subject to certain conditions; requiring the Maryland Racing
Commission to license the Maryland-National Capital Park and
Planning Commission to conduct a certain number of
Thoroughbred racing days at the Prince George's Equestrian
Center; prohibiting certain ownership of certain racing days
awarded to the Maryland-National Capital Park and Planning
Commission by this Act; providing for the selection of
certain racing dates and the allocation of certain
pari-mutuel pools; requiring certain days of racing to be
held, subject to certain conditions, on days other than
certain racing days otherwise scheduled; prohibiting certain
officers of the Maryland-National Capital Park and Planning
Commission to receive any salary or dividends as a result of
The operation of certain racing days; authorizing the
Maryland Racing Commission to exercise certain powers with
respect to certain racing days: altering the termination
date of a certain exemption from the State tax on racing
revenues for certain harness track licensees; extending the
period of time for a certain reporting requirement; defining
certain terms; making stylistic changes; providing for the
termination of a part of this Act; and generally relating to
the conduct, licensing, regulation, and taxation of horse
racing and wagering in the State.
