SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Racing Commission Jurisdiction, Composition and Regulations

Maryland Horse Racing Act of 1989

FOR the purpose of providing that the Maryland Racing Commission

has jurisdiction over all racing in the State where

parimutuel wagering is conducted; providing that the conduct
of racing where wagering is conducted without a license from
the Maryland Racing Commission is a misdemeanor; removing
those races where parimutuel wagering is not conducted from
the jurisdiction of the Maryland Racing Commission altering
the composition of the Maryland Racing Commission; altering
the term of the chairman of the Maryland Racing Commission;

providing for a certain rotation of the chairmanship;
limiting the chairmanship to a certain number of terms;
providing that certain commissioners appointed after a
certain date may not have a certain interest; exempting
certain horse racing in the State from Maryland Racing
Commission jurisdiction; requiring the Maryland Racing
Commission to adopt certain regulations; providing that a
certain license or certain dates may not be transferred
unless approved by the Maryland Racing Commission and

reviewed by the Legislative Policy Committee certain

conditions have been met; clarifying the duties of officers
of the law in cooperation with the Maryland Racing
Commission; providing for the expiration of certain terms;
making stylistic changes; and generally relating to the

conduct of horse racing and wagering in the State

authorizing certain thoroughbred racetracks to conduct races
of Arabian breed horses under certain conditions; setting a
certain limit on the number of races of Arabian breed horses
that may be conducted per racing day; authorizing certain
thoroughbred racetracks to conduct an additional race during
the racing day; providing for the distribution of purse
money from the pari-mutuel pools for races of Arabian breed
horses; prohibiting the combination of wagering on Arabian
