(f) (1) No fee-simple deed, mortgage, or deed of trust may
be recorded in Montgomery County, Prince George's County, St.
Mary's County, TALBOT COUNTY, or Washington County unless, it
bears a certification that the instrument has been prepared by an
attorney admitted to practice before the Court of Appeals[,]
OR under [his] THE ATTORNEY'S supervision[, or by or on behalf
of one of the parties named in the instrument].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an

emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Department of Natural Resources - Wild Waterfowl
Sampling Methods

FOR the purpose of requiring the Department of Natural Resources
to consult and cooperate with certain groups and use certain
statistics of take advantage of certain surveys of certain
groups concerning sampling methods for and estimates of wild
waterfowl in the State.
