WHEREAS, Certain groups have raised questions on the
accuracy of the population estimates for Canada geese that the
Department of Natural Resources made in its aerial surveys in
mid-November, 1988 and in midwinter, 1989; and

WHEREAS, The General Assembly intends this Act to provide
the Department of Natural Resources with added services in order
to add credibility to the Department's population estimates for
all wild waterfowl; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

IN THE PLANNING OF SAMPLING METHODS AND THE COMPILATION OF
ESTIMATES OF THE NUMBER OF WILD WATERFOWL IN THE STATE, THE

DEPARTMENT SHALL CONSULT AND COOPERATE WITH AND USE THE

STATISTICS OF TAKE ADVANTAGE OF OTHER SURVEYS MADE BY RELIABLE
ORGANIZATIONS INCLUDING, BUT NOT LIMITED TO;

(1)  THE GRAND NATIONAL WATERFOWL HUNT, INCORPORATED;
AND

(2)  THE MARYLAND OUTFITTERS ASSOCIATION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Insurance - Delinquency Proceedings -
Conservator, Rehabilitator, or Receiver

FOR the purpose of permitting the Insurance Commissioner to
require a conservator, rehabilitator, or receiver appointed
by the court to file certain reports; allowing the Insurance
Commissioner and certain guaranty associations full access
to certain records; permitting the Insurance Commissioner to
