After adoption of the suggested general development plan by
the [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS and
after adoption of any amendment thereto, a copy of the plan or
amendment shall be provided for each unit of government within
the regional planning area, to all public utilities affected by
the plan, and to any State departments or agencies concerned with
or affected by the plan.
Not later than five years after the adoption of the plan and
not less than every five years thereafter, The Council shall
re-examine, revise if necessary, readopt and republish the
general development plan.
15.
The suggested general development plan, or any portion
thereof, adopted by the [Regional Planning] METROPOLITAN
BALTIMORE PLANNING AND DEVELOPMENT Council BALTIMORE REGIONAL
COUNCIL OF GOVERNMENTS after public hearing may be adopted by any
unit of government within the area as the suggested general
development plan for its area.

The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS has
these additional functions and powers:
(1) To conduct research required for the planning of
the regional area, including the collection of data with respect
to population trends, the social, economic, physical, and
governmental factors affecting the development of the area; and
the Council shall make its findings available to persons
interested.
(2) To advise units of government concerning the
relationship of any plans, projects, proposals, and policies
adopted or under consideration by any such unit of government to
other plans, projects, proposals, and policies applicable to the
regional planning area.
(3) To prepare and make available to units of
government recommended standards for building and
subdivision-control ordinances, zoning, and other planning
regulations, and for administrative practices and procedures
under such ordinances or regulations.
(4) To prepare and recommend methods for establishing
capital improvement programs and budgeting therefor, and
schedules of priority of public projects for units of government.
