vice-chairman, who shall serve during the absence or incapacity
of the chairman, and such other officers as The Council may
establish by its bylaws and rules of procedure.

9.

The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS
shall adopt bylaws and rules of procedure to govern the conduct
of its business. It may appoint an executive committee and
delegate to it such powers as The Council may deem appropriate
except the adoption or amendment of the regional development
plan.

10.

The employment, compensation, and tenure of an executive
officer may be made by the [Regional Planning] METROPOLITAN
BALTIMORE PLANNING AND DEVELOPMENT Council BALTIMORE REGIONAL
COUNCIL OF GOVERNMENTS without being subject to any of the
provisions and restrictions of Article 64A of the Annotated Code
of Maryland, title "Merit System." The executive officer (with
the approval of the Council) may appoint 4 additional department
or section heads without being subject to the provisions and
restrictions of Article 64A of the Annotated Code of Maryland,
title "Merit System." The Council may also employ or retain
counsel or consultants without being subject to the provisions
and restrictions of Article 64A of the Annotated Code of
Maryland, title "Merit System." All other employees of the
Council shall be subject generally to the provisions and
restrictions of Article 64A of the Annotated Code of Maryland,
title "Merit System."

11.

The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS may
act only by the affirmative vote of not less than eleven members.

12.

(b) The [Regional Planning] METROPOLITAN BALTIMORE PLANNING
AND DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS
shall establish a period for the completion of the suggested
general development plan.

13.

The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS may
adopt the entire plan or portion thereof that are complete in
themselves, after public hearings, by the affirmative vote of not
less than eleven members thereof.
