SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 78D - Regional Planning Council

As the planning agency for this area the [Regional Planning]
METROPOLITAN BALTIMORE PLANNING AND DEVELOPMENT Council BALTIMORE
REGIONAL COUNCIL OF GOVERNMENTS is established, hereinafter
sometimes referred to as "The Council."
3A.
The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS is
an independent unit and may not be placed by the Governor in any
principal department.

The members of said [Regional Planning] METROPOLITAN
BALTIMORE PLANNING AND DEVELOPMENT Council BALTIMORE REGIONAL
COUNCIL OF GOVERNMENTS shall serve for a term of four years each,
except that members of the respective legislative bodies and
others holding membership by virtue of their other elected or
appointed positions shall hold office only during their terms of
office; and except that the four appointees of the Governor shall
serve at his pleasure. Appointments by the Governor shall be
made not later than June first of the year in which he begins a
term of office. Members of the [Regional Planning] METROPOLITAN
BALTIMORE PLANNING AND DEVELOPMENT Council BALTIMORE REGIONAL
COUNCIL OF GOVERNMENTS may be reappointed without limitation. If
any member of The Council is absent from three consecutive
meetings of The Council without an excuse accepted by The
Council, the absences shall be reported to the appointing
authority.
7.
The members of the [Regional Planning] METROPOLITAN
BALTIMORE PLANNING AND DEVELOPMENT Council BALTIMORE REGIONAL
COUNCIL OF GOVERNMENTS shall serve without compensation, but
shall be reimbursed for expenses incurred while engaged in the
performance of their duties in accordance with the standard
travel regulations.
8.
The Governor of the State shall appoint the chairman of the
[Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS
from its membership. The members of The Council shall elect a
