11.

(a) A Class D beer license shall be issued by the clerk of
the circuit court of the county in which the place of business is
located, and shall authorize the holder thereof to keep for sale
and to sell beer at retail, at the place therein described, for
consumption on the premises or elsewhere, but no license shall be
issued for any drugstore. The annual fee for the license shall
be $50 and shall be payable to the clerk, before any license is
issued, for distribution as hereinafter provided.

(h) In Garrett County:

(1)   [the annual license fee for such a license shall
be one hundred and fifty dollars ($150.00)] THE ANNUAL LICENSE
FEE IS $150; AND

(2)  A NEW LICENSE ISSUING FEE THAT SHALL BE PAID IN
ADDITION TO THE ANNUAL LICENSE FEE IS AN ADDITIONAL $150.

13.

(a) A Class A beer and light wine license shall be issued
by the clerk of the circuit court of the county in which the
place of business is located. The license shall authorize the
holder thereof to keep for sale, and to sell beer and light wines
at retail, in any quantity to any consumers, at the place therein
described, and to deliver the same in a sealed package or
container, which package or container shall not be opened nor its
contents consumed on the premises where sold. The annual fee for
the license shall be $35 and shall be payable to the clerk,
before any license is issued, for distribution as hereinafter
provided.

(M-3) IN GARRETT COUNTY:

(1)  THE ANNUAL LICENSE FEE IS $350; AND

(2)  A NEW LICENSE ISSUING FEE THAT SHALL BE PAID IN
ADDITION TO THE ANNUAL LICENSE FEE IS AN ADDITIONAL $350.

(n) This section does not apply to the City of Annapolis
nor to Calvert, Charles, Dorchester, [Garrett,] and Talbot
Counties, in all of which jurisdictions such licenses may not be
issued.

25.

(i) In Garrett County, [a special Class C beer, beer and
wine, or beer, wine and liquor license may be issued provided
that any license so issued may not be for a period of more than
two consecutive days. A fee of $50 shall be charged for any such
