Ch. 662

(5) Act as a matchmaker, on payment of an annual
license fee of $25.

(c)  (1) No unlicensed person shall act as referee,
promoter, matchmaker, manager or second of any PROFESSIONAL KICK
BOXING, PROFESSIONAL KARATE, boxing, sparring, or wrestling match
or participate in a match as a contestant without obtaining a
license.

(2) No person, club, corporation or association may
permit any unlicensed person to act or participate in a match in
violation of paragraph (1) of this subsection.

(d)  Every license shall be subject to the regulations of
the Commission.

(e)  An applicant for a license under this section shall
submit to the Commission a written application that contains:

(1)  A statement that shows that the applicant is
entitled to receive a license; and

(2)  Any other information that the Commission
requires by regulation.

(f)  (1) The Commission shall require an individual to be
examined by a licensed physician or surgeon who is chosen by the
Commission and specializes in neurology or neurosurgery:

(i) As a condition for the issuance or renewal
of a license to participate as a contestant in a PROFESSIONAL
KICK BOXING OR boxing match; and

(ii) In order for the individual to participate
as a contestant in a PROFESSIONAL KICK BOXING OR boxing match in
the State:

1.  If the individual has participated as
a contestant in more than 12 PROFESSIONAL KICK BOXING OR boxing
matches in or outside the State;

2.  If the individual is knocked out or
receives a technical knockout as a result of neurological injury
in 2 successive PROFESSIONAL KICK BOXING OR boxing matches; or

3.  On the recommendation of a ringside
physician.

(2) On the basis of the neurological examination of
the individual and the recommendation of the licensed physician
or surgeon who specializes in neurology or neurosurgery, the
Commission may:
