(2) REIMBURSEMENT FOR EXPENSES UNDER THE STANDARD
STATE TRAVEL REGULATIONS, AS PROVIDED IN THE STATE BUDGET.

[C) STAFF.

THE BOARD MAY EMPLOY A STAFF IN ACCORDANCE WITH THE STATE
BUDGET.

REVISOR'S NOTE: Subsection (a) of this section is new
language derived without substantive change from the
first sentence of former Art. 56, § 523(e).

Subsection (b)(1) of this section is new language
derived without substantive change from former Art.
56, § 523(d).

Subsection (b)(2) of this section is standard language
added to reflect that, under SF § 10-203, the Board of
Public Works has adopted regulations for reimbursement
of expenses. See COMAR 23.02.01.01 through 12.

Subsection (c) of this section is standard language
added to state expressly that which only was implied
in the former law.

The second sentence of former Art. 56, § 523(e), which
enabled the Board to meet "at such other times as it
may determine", is deleted as unnecessary in light of
the phrase "at least" in subsection (a) of this
section.

The Business Occupations Article Review Committee
notes, for consideration by the General Assembly, the
lack of an express provision establishing the number
of members who constitute a quorum. In the absence of
an express provision, case law indicates that a
majority of the members is a quorum. See Gemeny v.
Prince George's County, 264 Md. 85, 285 A.2d 602
(1972); Zeiler v. Central Ry., 84 Md. 304, 35 A. 932
(1896); and Heiskell v. Mayor of Baltimore, 65 Md.
125, 4 A. 116 (1886).

THE BOARD MAY SUE TO ENFORCE ANY PROVISION OF THIS TITLE BY
INJUNCTION OR OTHER APPROPRIATE PROCEEDING.
