the above-stated purpose, the determinations and any
recommendations made as a result of such investigation shall be
submitted by the Authority to the Department of General Services,
the [Department] OFFICE of [State] Planning and to the Board of
Public Works for the respective approval of each. The Authority
with the approval of the Board of Public Works may sell, lease or
otherwise dispose of the land, buildings, structures, facilities,
equipment and other property so acquired for such consideration
and in such manner as is in the best interest of the State of
Maryland and the Authority; provided that the proceeds derived
from any such sale, lease or other conveyance shall first be
dedicated to the payment of the interest on and the principal of
the outstanding bonds of the New Marsh Wholesale Produce Market
Authority and that any proceeds remaining after the payment of
such interest and principal shall be paid to the State of
Maryland in reimbursement of the amount of any taxes levied and
collected by the State of Maryland for the payment of interest on
and principal of the bonds issued by the New Marsh Wholesale
Produce Market Authority. Nothing contained in this subtitle is
intended to relieve the State of Maryland of its obligations to
the holders of the bonds issued by the New Marsh Wholesale
Produce Market Authority as said obligations were imposed by
Chapter 845 of the Laws of Maryland of 1957. In the event of any
sale, lease, reversion or disposal of the property of the
Authority as provided in this subtitle, the property shall not be
used for a period of fifty years thereafter for a wholesale fresh
fruit and vegetable market or for the wholesale distribution of
food products.

(b) The Commission shall have a board of directors, as
established below.
(1) The Mayor of the City of Baltimore, the County
Executives of Anne Arundel, Baltimore, Harford, and Howard
counties, the President of the Board of County Commissioners of
Carroll County, and the chairman of the Regional Planning Council
shall each be a member of the board. Each of these officers may
nominate, constitute, and appoint a permanent alternate to serve
in the absence of that member. These officers are authorized by
unanimous agreement to create this Commission.
(2) The Governor shall appoint one public member to
the board, and this member shall have an interest in the cultural
activities of the region and be a resident of the region.
(3) The chairperson of the advisory council shall be
a member of the board.
(4) The Regional Planning Council shall select from
among its membership one person who shall be a member of the
board.
