AN ACT concerning

Community Energy Loan Program

FOR the purpose of establishing a Community Energy Loan Program
in the Department of Housing and Community Development;
authorizing the Department to provide loans to local
jurisdictions and nonprofit organizations for certain energy
conservation projects; requiring the Department to
administer the Program, adopt regulations, attach necessary
terms to the loans and develop procedures for monitoring
project results; requiring sponsors to make contributions to
projects; authorizing the Department to require certain
security for the loans; specifying the types of eligible
costs which may be financed; specifying certain conditions
relating to loans made under the Program; specifying the
source of moneys and certain requirements relating to the
Community Energy Loan Program Fund; requiring the Department
to reserve certain funds under the Program for certain
projects; authorizing the Department to enter into contracts
to make, service, or settle loans made under the Program;
defining certain terms; establishing certain criminal
penalties; requiring the Department make a certain report to
the Legislative Policy Committee and the Department of
Fiscal Services; and generally relating to the Community
Energy Loan Program.
