SECTION 5. AND BE IT FURTHER ENACTED, That Section 2 of
this Act shall take effect July 1, 1990.

AN ACT concerning
Before and After School - Child Care Delivery Plan
FOR the purpose of requiring each county to develop a child care
service delivery plan for before and after school children
based on certain assessments and including certain
information and input; requiring each county to appoint a
plan coordinator; requiring county participation in the
planning process; requiring the Governor to designate a
certain employee Office for Children and Youth to assist
counties in developing certain plans under certain
circumstances; requiring each county to submit a certain
child care plan to the Governor and to the General Assembly
by a certain date; requiring the appointment of a plan
coordinator; authorizing the Governor to provide certain
funds to the counties to plan certain child care services;
declaring the intent of the General Assembly regarding
funding of future child care delivery plans; defining
certain terms; and generally relating to before and after
school child care delivery plans.

Preamble
WHEREAS, A vast number of Maryland children and youth need
nonparental supervised care before and after school; and
WHEREAS, The trend toward public school programs for 4-year
old children is likely to result in younger "latchkey" children;
