WHEREAS, Maryland citizens who work should have access to
quality, affordable child care arrangements for the supervision
and nurturance of school-age children; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

PART IX. BEFORE AND AFTER SCHOOL CHILD-CARE DELIVERY
PROGRAM PLAN

(A) IN THIS PART IX THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.
(B) "CHILD" MEANS A CHILD WHO IS AT LEAST 3 YEARS OLD AND
IS UNDER THE AGE OF 12 YEARS.
(C) "PLAN" MEANS A CHILD-CARE SERVICE DELIVERY PLAN FOR
SCHOOL AGE CHILDREN.

(A)(1)(I) THERE IS A PROGRAM OF BEFORE AND AFTER SCHOOL
CHILD CARE SERVICE IN THE PUBLIC SCHOOLS.
(II) THE PROGRAM IS REFERRED TO AS THE EXTENDED
DAY PROGRAM.
(2) EACH COUNTY SHALL DEVELOP A BEFORE SCHOOL AND
AFTER SCHOOL EXTENDED DAY CHILD CARE SERVICE DELIVERY PLAN FOR
SCHOOL AGE CHILDREN.
(B) EACH COUNTY SHALL APPOINT A PLAN COORDINATOR TO
COORDINATE DEVELOPMENT OF THE PLAN WITH:
(1) THE LOCAL EDUCATION AGENCY; AND
(2) THE PARKS AND RECREATION AGENCY.

(A) BASED ON THE COUNTY'S NEEDS ASSESSMENT AND
RECOMMENDATIONS DEVELOPED IN ACCORDANCE WITH § 4A 4B OF THIS
ARTICLE, EACH COUNTY SHALL DEVELOP A PLAN FOR THE DELIVERY OF
BEFORE- AND AFTER-SCHOOL CHILD CARE SERVICES TO CHILDREN WHO ARE
AT LEAST 4 YEARS OLD BUT NOT MORE THAN 14 12 YEARS OLD.
