WILLIAM DONALD SCHAEFER, Governor                    Ch. 388

REQUIREMENTS, PROHIBITED ACTS AND PENALTIES, AND THE AVAILABILITY
OF INFORMATION THROUGH THE SECRETARY OF STATE'S OFFICE;

(2)  THE IMPORTANCE OF REPORTING ALLEGED UNLAWFUL,
MISLEADING, DECEPTIVE, OR FRAUDULENT SOLICITATIONS TO THE
SECRETARY OF STATE'S OFFICE;

(3)  A TOLL-FREE NUMBER AND ADDRESS THAT MAY BE USED
BY THE PUBLIC TO OBTAIN INFORMATION ABOUT CHARITABLE
ORGANIZATIONS OR TO REPORT ALLEGED VIOLATIONS OF THE LAW
CONCERNING CHARITABLE ORGANIZATIONS AND SOLICITATIONS;

(4)  PRECAUTIONS A PERSON MAY TAKE BEFORE MAKING A
DONATION TO A CHARITABLE ORGANIZATION; AND

(5)  ANY OTHER INFORMATION THE SECRETARY OF STATE
BELIEVES WILL ASSIST THE PUBLIC IN MAKING KNOWLEDGABLE AND
INFORMED DECISIONS CONCERNING DONATIONS TO CHARITABLE
ORGANIZATIONS.

(E) TO INFORM THE PUBLIC ABOUT CHARITABLE ORGANIZATIONS AND
SOLICITATIONS AS REQUIRED UNDER SUBSECTION (D) OF THIS SECTION,
THE PROGRAM SHALL MAKE AVAILABLE TO THE PUBLIC:

(1)  A TOLL-FREE TELEPHONE NUMBER TO THE SECRETARY OF
STATE'S OFFICE THAT MAY BE USED TO OBTAIN INFORMATION ABOUT
CHARITABLE ORGANIZATIONS AND SOLICITATIONS OR TO REPORT ALLEGED
VIOLATIONS OF THE LAW CONCERNING CHARITABLE ORGANIZATIONS AND
SOLICITATIONS;

(2)  WRITTEN MATERIALS CONCERNING CHARITABLE

ORGANIZATIONS AND SOLICITATIONS IN LOCATIONS EASILY ACCESSIBLE TO
THE PUBLIC, INCLUDING PUBLIC LIBRARIES, BUILDINGS, AND SCHOOLS;

(3)  ON REQUEST, INDIVIDUALS TO SPEAK ABOUT CHARITABLE
ORGANIZATIONS AND SOLICITATIONS TO COMMUNITY GROUPS AND OTHER
GROUPS OR ENTITIES; AND

(4)  PUBLIC INFORMATION MATERIAL FOR BROAD
DISTRIBUTION OR MEDIA USE.

SECTION 3. AND BE IT FURTHER ENACTED, That beginning with
the fiscal year 1991 budget and annually thereafter, the Governor
shall include in the budget funds for the Charitable Giving
Information Program established under Section 2 of this Act,
which are equal to or greater than one-half of the amount of fees
collected during the preceding fiscal year under § 3-202(g) of
this subtitle.

SECTION 4. AND BE IT FURTHER ENACTED, That Sections 1 and 3
of this Act shall take effect July 1, 1989.
