(D) SUSPENSIONS AND REVOCATIONS IMPOSED UNDER THIS SECTION
MAY NOT BE MODIFIED NOR MAY A RESTRICTED LICENSE BE ISSUED UNTIL
AT LEAST THE MINIMUM SUSPENSION MANDATED HAS BEEN SERVED.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect January 1, 1990.
SECTION 4. AND BE IT FURTHER ENACTED, That Section 2 of
this Act shall take effect July 1, 1989.

AN ACT concerning
Drug Enforcement -----Asset Forfeiture Act
Controlled Dangerous Substances -
Forfeiture of Property
FOR the purpose of deterring the sale, manufacture, and use of
violations of the Law related to controlled dangerous
substances through the provision of forfeiture of certain
property either used to commit or facilitate crimes
involving these substances, or gained as proceeds of illegal
transactions; unifying establishing specifying the procedure
for these types of forfeitures; defining certain terms;
providing for administrative forfeiture under certain
circumstances; providing certain protections for certain
lienholders of forfeited property; providing for the
distribution of the proceeds of certain forfeited property;
establishing a certain fund for certain proceeds;
establishing a separate forfeiture procedure for motor
vehicles; providing a priority system for payments of certain
claims to certain persons; providing that an action for
interpleader or an action for declaratory judgment may be
filed when unable to determine the priority of claims or
proper disposition of certain property; establishing certain
burdens of proof under certain circumstances; providing for
the forfeiture of certain real property under certain
circumstances; defining certain terms; and generally
relating to asset forfeiture proceedings forfeiture of
