(II) THE OWNER WILL BE DEPRIVED OF THE CUSTODY
AND CONTROL OF THE MOTOR VEHICLE; AND
(III) THE PROPOSED SALE IS NOT FOR THE PURPOSE
OF CIRCUMVENTING THE PROVISIONS OF THIS SECTION.
(3)(I) IF THE REGISTRATION PLATES AND REGISTRATION
CARD FOR A VEHICLE HAVE BEEN SUSPENDED AND IMPOUNDED AND IF THE
TITLE TO THE VEHICLE IS TRANSFERRED BY THE FORECLOSURE OF A
CHATTEL MORTGAGE, THE CANCELLATION OF A CONDITIONAL SALES
CONTRACT, A SALE UPON EXECUTION, OR BY DECREE OR ORDER OF A COURT
OF COMPETENT JURISDICTION, THE ADMINISTRATION SHALL ORDER THE
REGISTRATION CERTIFICATE SURRENDERED TO THE NEW OWNER.
(II) THE ADMINISTRATION SHALL THEN TRANSFER THE
REGISTRATION CERTIFICATE AND ISSUE NEW REGISTRATION PLATES TO THE
NEW OWNER.

(a) The Administration [may] SHALL revoke the license
of any [individual] PERSON who:
(1) Is convicted under § 21-902(a) or (d) of this
article of driving or attempting to drive a motor vehicle while
intoxicated or while under the influence of a controlled
dangerous substance; or
(2) Within a [3-year] 5-YEAR period, is
convicted under § 21-902(b) or (c) of this article of three or
more violations of driving or attempting to drive a motor vehicle
while under the influence of alcohol or while under the influence
of drugs or drugs and alcohol.
(b) (1) The Administration [may] SHALL suspend for not
[more] LESS than 60 days NOR MORE THAN 120 DAYS the license
of any [individual] PERSON who is convicted under § 21-902(b) or
(c) of this article of driving or attempting to drive a motor
vehicle while under the influence of alcohol or while under the
influence of drugs or drugs and alcohol.
[(c)] (2) The Administration [may] SHALL suspend
for not [more] LESS than 120 days NOR MORE THAN 1 YEAR the
license of any [individual] PERSON who, within a [3-year]
5-YEAR period, is convicted under § 21-902(b) or (c) of this
article of two violations of driving or attempting to drive a
motor vehicle while under the influence of alcohol or while under
the influence of drugs or drugs and alcohol.
[(d)] (C) When a suspension imposed under
[subsections (b) and (c) of] this section expires, the
Administration immediately shall return the license or reinstate
the privilege of the driver, unless the license or privilege has
