Ch. 219

LAWS OF MARYLAND

[Greater Baltimore Region] STATE, including all ancillary or
other appurtenant facilities that the Authority determines to be
advisable in order to enhance the public convenience or public
attractiveness of the market, including but not limited to
parking or other transportation facilities, restaurants, shops,
stores, banks, or other commercial enterprises generally.

(6)   "PARK" MEANS A COMMERCIAL SEAFOOD DEVELOPMENT
LOCATED AT AN APPROPRIATE SITE THAT MAY BE ESTABLISHED HEREUNDER,
AND INCLUDES ALL APPURTENANT FACILITIES AND SERVICES.

(7)  (I) "PROJECT" MEANS THE MARKET, THE PARK AND
OTHER FOOD OR AGRICULTURALLY RELATED REAL ESTATE DEVELOPMENTS
UNDERTAKEN BY THE AUTHORITY IN FURTHERANCE OF THE PURPOSES OF
THIS SUBTITLE.

(II) "PROJECT" DOES NOT INCLUDE THE DEVELOPMENT
OF AQUACULTURE PROJECTS FOR THE COMMERCIAL REARING OF FINFISH,
SHELLFISH, OR AQUATIC PLANTS.

[(7)] (8) "Seafood" includes edible and inedible fish
and shellfish.

[(8) "Park" means the West Ocean City Seafood
Industrial Park or other appropriate site that may be established
hereunder, and includes all appurtenant facilities and services.]

The Authority shall have perpetual existence and may:

(3) (i) Develop, establish, construct, erect,
acquire, own, repair, remodel, add to, extend, improve, equip,
operate, and maintain [the market within the Greater Baltimore
Region,] PROJECTS IN THE STATE and pay the cost of [the market]
PROJECTS, including parking and other ancillary facilities
appurtenant thereto, [and develop, establish, construct, erect,
acquire, own, repair, remodel, add to, extend, improve, equip,
operate, and maintain the park, and pay the cost of the park,
including parking, improvements of portions of the waterways
thereat, and other ancillary facilities appurtenant thereto,]
INCLUDING IMPROVEMENTS OF PORTIONS OF ANY WATERWAYS THEREAT
solely from the proceeds of bonds of the Authority or otherwise
available or to become available under the provisions of this
subtitle, or from such proceeds and any grant from the United
States of America or the State or any agency or instrumentality
of either. The Authority shall not be subject to the provisions
of Article 78A of the Annotated Code of Maryland (1957 Edition)
as amended, the provisions of Title 2, Subtitles 4 and 5, Title
4, Subtitles 7 and 8, §§ 8-127, 8-128, and 8-129, Part V of Title
8, Subtitle 1, and Title 10 and Division II of the State Finance
and Procurement Article, and shall have the right to construct
[the market and the park] PROJECTS without obtaining the consent
