interpreted to have any effect upon or application to any
protected action taken before the effective date of this Act.

SECTION 4. AND BE IT FURTHER ENACTED, That for any
protected action under Article 83B, § 9-102(b)(2)(ii) of the
Code, as enacted by this Act, where the agreement providing for
the project-based § 8 rental assistance is to expire before July
1, 1990, and the notice of intent is given by July 1, 1989:

(1)  The 1-year notice period under § 9-103(a) of this Act
may be reduced to the period from July 1, 1989 until the
expiration date of the rental assistance agreement; and

(2)  The term of the lease extension required under §
9-105(2) of this Act may expire on the expiration date of the
rental assistance agreement.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Creation of a State Debt - Partnership Rental
Housing Program Loan of 1989

FOR the purpose of authorizing the creation of a State Debt in
the amount of $5,000,000 the proceeds to be used by the
Department of Housing and Community Development to provide
State funds for the acquisition, new construction,
reconstruction, rehabilitation, and renovation of rental
housing to be owned by local governments under the
Partnership Rental Housing Program in accordance with
Article 83B, § 2-204(5); defining certain terms; directing
the Secretary of Housing and Community Development to adopt
certain regulations; placing certain conditions and
limitations on the use of State funds under the program;
providing for the recovery of State funds under certain
circumstances; granting local governments certain additional
authority; providing generally for the Partnership Rental
Housing Program; and providing generally for the issue and
sale of bonds evidencing the loan.
