LAWS OF MARYLAND

EACH BARBER SCHOOL SHALL:

(1)  HAVE A CURRICULUM SUFFICIENT TO TRAIN STUDENTS;

(2)  EMPLOY A SUFFICIENT NUMBER OF TEACHERS AND OTHER
STAFF;

(3)  HAVE ADEQUATE PHYSICAL FACILITIES; AND

(4)  HAVE AN ADEQUATE ADMINISTRATION.

REVISOR'S -NOTE: This section is new language derived
without substantive change from the second sentence of
former Art. 56, § 437(b), as that sentence referred to
standards for a barber school.

The second sentence of former Art. 56, § 437(b)
literally seemed to specify only the qualifications of
an applicant for a school permit. However, close
examination of former law demonstrates that the
substance of the former sentence was concerned equally
(if not much more) with standards of conduct required
for keeping a school permit -- a concept comparable to
that of listing grounds for which a license may be
revoked under § 4-316 of this title. Therefore, the
dual function of the standards specified in the second
sentence of former Art. 56, § 437(b) is reflected by
the reference to these standards in the qualifications
provision of § 4-512(a) of this subtitle and by the
combined reading of this section with the provisions
for disciplinary action in § 4-523 of this subtitle.

In item (4) of this section, the duty to "have an
adequate administration" is substituted for the former
phrase "organization of the barber school
satisfactory for its purpose", for clarity.

4-514. APPLICATIONS FOR SCHOOL PERMITS.

(A) IN GENERAL.

AN APPLICANT FOR A SCHOOL PERMIT SHALL:

(1) SUBMIT TO THE BOARD:

(I)  AN APPLICATION ON THE FORM THAT THE BOARD
PROVIDES; AND

(II)  ANY OTHER INFORMATION THAT THE BOARD
REQUIRES; AND
