LAWS OF MARYLAND

B.  Members. The Commission shall consist of nine (9)
members, who shall be appointed by the Board of County
Commissioners. Where possible, there shall be on the Commission
one (1) member chosen from each of the following categories;
agriculture, banking, seafood and goods and services.

C.  Tenure; officers; advisory groups. The members of the
Commission shall serve for three (3) years, except as provided in
this section, and are eligible for reappointment. Those persons
serving as members of the Commission immediately prior to July 1,
1975, shall continue to serve in their respective positions until
the expiration of their terms. As of July 1, 1975, the County
Commissioners shall stagger the appointment of new members for
periods of one (1), two (2) and three (3) years in order to
ensure the expiration of terms on the basis of no more than three
(3) each year. They shall serve without compensation except for
the Chairman, who shall be paid six hundred dollars ($600.) per
year. The Commission shall select from its own membership a
Chairman, and Vice Chairman to serve a term of one (1) year and
to be eligible for reelection. One (1) person may not hold the
position of Chairman for more than three (3) consecutive terms.
Upon the death, disability, resignation or removal of any member
of the Commission, the County Commissioners shall appoint a
person within sixty (60) days to serve for the unexpired term. A
member of the Board of County Commissioners, as determined by the
Board, shall serve as an ex officio member of the Economic
Development Commission without the power to vote. The Commission
has the power to establish and appoint advisory groups and
committees to assist in its program of activity of which
membership is not restricted solely to members of the Commission.

D.  Meetings; procedure. The Commission shall meet monthly
and shall hold special meetings at the call of the Chairman or a
majority of the members of the Commission. The Commission shall
adopt rules and regulations as it may deem necessary to govern
its procedure and business. Five (5) members constitute a
quorum.

E.  Employees and consultants. The Commission shall
recommend employees and consultants as from time to time the
Commission considers necessary to carry out this section.

F.  Appropriations. The County Commissioners may
appropriate funds which they deem adequate and necessary for the
expenses and salaries of the Commission for promotional work and
for the payment of vouchers and bills approved by the Commission.
The credit of the county may not be pledged in any one (1) year
in excess of a sum agreed to by the County Commissioners.

G.  Powers. The Commission may:
