Subsection (e) of this section is standard language
added to state expressly that which only was implied
in the former law -- i.e., the Board must renew the
license of a qualified applicant.

4-313. REINSTATEMENT OF EXPIRED MASTER BARBER LICENSES.

(A)  EXPIRED FOR 5 YEARS OR LESS.

THE BOARD SHALL REINSTATE THE LICENSE OF A MASTER BARBER
WHO, FOR ANY REASON, HAS FAILED TO RENEW THE MASTER BARBER
LICENSE IF THE MASTER BARBER:

(1)  APPLIES TO THE BOARD FOR REINSTATEMENT WITHIN 5
YEARS AFTER THE MASTER BARBER LICENSE EXPIRES; AND

(2)  MEETS THE RENEWAL REQUIREMENTS OF § 4-311 OF THIS
SUBTITLE.

(B)  EXPIRED FOR MORE THAN 5 YEARS.

IF AN INDIVIDUAL HAS FAILED TO RENEW A MASTER BARBER LICENSE
FOR ANY REASON AND THEN APPLIES TO THE BOARD FOR REINSTATEMENT
MORE THAN 5 YEARS AFTER THE MASTER BARBER LICENSE HAS EXPIRED,
THE BOARD SHALL REINSTATE THE MASTER BARBER LICENSE ONLY IF THE
INDIVIDUAL:

(1)  MEETS THE RENEWAL REQUIREMENTS OF § 4-311 OF THIS
SUBTITLE; AND

(2)  PASSES THE PRACTICAL PART OF THE MASTER BARBER
EXAMINATION GIVEN BY THE BOARD.

REVISOR'S NOTE: Subsection (a) of this section is new
language added to state expressly that which only was
implied by former Art. 56, § 431(c), which provided
for reinstatement of the license of an individual
whose license has expired more than 5 years
previously.

Subsection (b)(1) of this section is standard language
added for clarity.

Subsection (b)(2) of this section is new language
derived without substantive change from former Art.
56, § 431(c).

In the introductory language of subsection (b) of this
section, the word "reinstate" is substituted for the
