former word "renew", to clarify the distinctions
between renewal of a license under § 4-311 of this
subtitle and reinstatement of a license under this
section.

The Business Occupations Article Review Committee
notes, for consideration by the General Assembly, that
the former law and, therefore, the revision do not
provide for reinstatement fees. Thus, a master barber
who fails to renew a license for up to 5 years need
only pay the regular renewal fee of $20.

The Business Occupations Article Review Committee also
notes that the reinstatement provisions of this
section apply only to the master barber license.
There are no comparable provisions for the
reinstatement of a journey barber, barber teacher,
assistant barber teacher, or assistant barber license.

4-314. SUBSTITUTE BARBER TEACHER LICENSE.

(A)  AUTHORITY TO ISSUE.

THE BOARD MAY ISSUE A SUBSTITUTE BARBER TEACHER LICENSE TO
AN INDIVIDUAL WHO:

(1)  HAS BEEN LICENSED AS AN ASSISTANT BARBER TEACHER
FOR AT LEAST 1 YEAR; AND

(2)  SUBMITS TO THE BOARD AN APPLICATION ON THE FORM
THAT THE BOARD PROVIDES.

(B)  SCOPE.

WHILE A SUBSTITUTE BARBER TEACHER LICENSE IS IN EFFECT, IT
AUTHORIZES THE LICENSEE TO TEACH BARBERING AS A SUBSTITUTE
TEACHER IN A BARBER SCHOOL THAT HOLDS A SCHOOL PERMIT.

(C)  HOURS.

A BARBER SCHOOL MAY NOT ALLOW SUBSTITUTE BARBER TEACHERS TO
TEACH DURING MORE THAN 25% OF THE SCHOOL'S INSTRUCTION HOURS IN
ANY WEEK.

(D)  SUSPENSION OR REVOCATION.

WHENEVER THE BOARD SUSPENDS OR REVOKES AN ASSISTANT BARBER
TEACHER LICENSE, ANY SUBSTITUTE BARBER TEACHER LICENSE THAT HAS
BEEN ISSUED TO THE LICENSEE AUTOMATICALLY IS SUSPENDED OR
REVOKED.
