If the executive pay plan is not enacted into law pursuant
to Senate Bill 865 or House Bill 1475, the provisions of Section
23 shall control these salaries.

SECTION 23. AND BE IT FURTHER ENACTED, That if an executive
pay plan is not enacted into law pursuant to Senate Bill 865 or
House Bill 1475 the following positions in the Executive Branch
shall receive the salary listed in this section during fiscal
1990. No adjustment shall be made in these salaries pursuant to a
general salary increase provided to other State employees. In
order to retain an incumbent in a position listed in this section
or in order to recruit a competent individual to fill a vacancy
in a position listed in this section, the Board of Public Works
may approve a salary in excess of the salary authorized in this
section.
