SECTION 21. AND BE IT FURTHER ENACTED, That if the
executive pay plan is enacted into law pursuant to Senate Bill
865 or House Bill 1475, the salaries for the following positions
in the State Highway Administration shall not exceed the amounts
indicated for fiscal 1990.

If the executive pay plan is not enacted into law pursuant
to Senate Bill 865 or House Bill 1475, the provisions of Section
23 shall control these salaries.

SECTION 22. AND BE IT FURTHER ENACTED, That if the
executive pay plan is enacted into law pursuant to Senate Bill
865 or House Bill 1475, the salaries for the following positions
in the Mass Transit Administration shall not exceed the amounts
indicated for fiscal 1990.
