In subsections (b)(1) and (c)(1) of this section, the
term "good character and reputation" is standard
language substituted for the former term "good moral
character", to conform to similar provisions elsewhere
in this article.
In subsection (b)(2) of this section, the requirement
that an applicant for an assistant barber teacher
license "be a high school graduate or the equivalent"
is substituted for the former requirement that the
applicant be "literate". The Business Occupations
Article Review Committee found the former requirement
to be ambiguous and difficult to apply. The
substituted language, which is based on the comparable
requirement for applicants for barber teacher licenses
under subsection (c) of this section, sets a clear and
objective standard and is consistent with the manner
in which the Board has applied the former requirement.
The Business Occupations Article Review Committee
calls this substitution to the attention of the
General Assembly.
Subsection (d)(1) of this section is rephrased in
standard language used throughout this article to
describe the requirement of passing an examination
before an applicant may be licensed.
Subsection (d)(2) of this section is revised to refer
to an applicant passing the "practical part" of the
barber teacher examination. In practice, applicants
for both barber teacher licenses and assistant barber
teacher licenses take the same examination, but an
assistant barber teacher applicant need pass only the
practical part of the examination.

4-304. APPLICATIONS FOR LICENSES.
AN APPLICANT FOR A LICENSE SHALL:
(1) SUBMIT TO THE BOARD AN APPLICATION ON THE FORM
THAT THE BOARD PROVIDES; AND
(2) PAY TO THE BOARD AN APPLICATION FEE OF:
(I) $20 FOR A MASTER BARBER LICENSE;
(II) $5 FOR A JOURNEY BARBER LICENSE;
