REVISOR'S NOTE: Subsection (a) of this section is new
language added to introduce the basic requirements for
an applicant for a license.

Subsections (b), (c), and (e) of this section are new
language derived without substantive change from the
first sentence and, except for the reference to fees,
the second sentence of former Art. 56, § 431(a) and
the second and third sentences and, except for the
reference to fees, the first sentence of § 432(a).

Subsection (d) of this section is new language derived
without substantive change from former Art. 56, §
432A(b)(l).

In subsection (b)(1) of this section, the reference to
a "required program of at least 1,200 hours of
training" is substituted for the former phrase "not
less than 1,200 hours of instruction", for clarity.
In practice, a barber student completes a training
program, not merely a certain number of hours of
training, and a training program may consist of more
than 1,200 hours of instruction. Similarly, in
subsection (c) of this section, the phrase "at least"
is added to indicate that the number of months of
experience is a minimum number.

In subsection (b)(2) of this section, the word
"cosmetologist" is substituted for the former term
"beauty operator", to conform to changes in
terminology made in Title 5 of this article.

In subsection (d) of this section, the former word
"qualified" is deleted as misleading since the former
statute set only the age qualification, and the Board
does not anticipate any other qualifications.

Subsection (e) of this section is rephrased in
standard language used throughout this article to
describe the requirement of passing an examination
before an applicant may be licensed.
