Subsection (b) of this section is new language derived
without substantive change from former Art. 56, §
428(c).
The introductory language of subsection (b) of this
section, "[s]ubject to the State budget", is revised
to apply to the per diem compensation as . well as to
reimbursement of expenses since, under current
budgetary policies, the State budget does, in fact,
control both.
In subsection (b)(2) of this section, the reference to
the "Standard State Travel Regulations" is substituted
for the former reference to "reasonable" expenses
"incurred in the performance of his official duties".

Former Art. 56, § 428(b), which provided for the first
meeting of the Board, is deleted as obsolete.
The Business Occupations Article Review Committee
notes, for consideration by the General Assembly, the
lack of an express provision establishing the number
of members who constitute a quorum. In the absence of
an express provision, case law indicates that a
majority of the members is a quorum. See Gemeny v.
Prince George's County, 264 Md. 85, 285 A.2d 602
(1972); Zeiler v. Central Ry., 84 Md. 304, 35 A. 932
(1896); and Heiskell v. Mayor of Baltimore, 65 Md.
125, 4 A. 116 (1886).

4-205. CERTIFICATION ABOUT LICENSEE, PERMIT HOLDER, OR
REGISTRANT.
(A) REQUEST FOR CERTIFICATION.
ON REQUEST OF ANY PERSON AND PAYMENT OF A FEE OF $10, THE
BOARD SHALL CERTIFY THE LICENSING, REGISTRATION, OR PERMIT STATUS
AND QUALIFICATIONS OF ANY PERSON WHO IS THE SUBJECT OF THE
REQUEST.
(B) CONTENTS OF CERTIFICATION.
EACH CERTIFICATION UNDER THIS SECTION:
(1) SHALL INCLUDE A STATEMENT OF THE LICENSING,
REGISTRATION, OR PERMIT STATUS OF THE PERSON WHO IS THE SUBJECT
OF THE REQUEST; AND
(2) MAY INCLUDE:
