itself to fulfill all obligations incurred under this subtitle.

[265.] 9-104. EVIDENCES OF INDEBTEDNESS.

[Each] EXCEPT FOR BALTIMORE CITY, A county[, incorporated
town] or [city, except the Mayor and City Council of Baltimore,
be and it is hereby authorized and empowered to] MUNICIPAL
CORPORATION MAY issue its individual notes, certificates of
indebtedness or other evidence of indebtedness for any [sum or
sums] AMOUNT borrowed or indebtedness incurred under [the
provisions of] this subtitle.

[266.] 9-105. FORM OF INDEBTEDNESS.

[The county commissioners of each county, or] SUBJECT TO THE
LIMITATIONS IN THIS SUBTITLE, the governing body of [each
incorporated town or city as the case may be,] A COUNTY OR
MUNICIPAL CORPORATION shall determine, [subject to any and all
limitations contained in] WITH RESPECT TO BORROWING OR
INDEBTEDNESS UNDER this subtitle [the following]:

[(a)] (1) The manner, method, [means] MEANS, and conditions
by which [an] THE indebtedness shall be incurred[,] or money
borrowed [under the provisions of this subtitle];

[(b)] (2) The kind and character of obligations which shall
be issued [under the provisions of this subtitle];

[(c)] (3) The form and substance of any and all obligations
issued [under the provisions of this subtitle];

[(d)] (4) The rate of interest which any and all
obligations shall bear [under this subtitle];

[(e)] (5) The manner, method [of], OR means of sale, both
private or public, of any obligations issued [under the
provisions of this subtitle];

[(f)] (6) The time[,] or times[,] when any indebtedness
shall be incurred[,] or money borrowed[,]; and [the]

(7) THE time or times when any obligation or
obligations shall be issued [under the provisions of this
subtitle;].

9-106. INCIDENTAL POWERS.

[(g)] The [county commissioners of each county, or the]
governing body of [each incorporated town or city as the case may
be,] A COUNTY OR MUNICIPAL CORPORATION shall have any and all
necessary implied incidental powers to carry [into effect] OUT
the express powers [hereinbefore set forth] STATED IN §§ 9-101
THROUGH 9-105 OF THIS SUBTITLE.

[267.] 9-107. PERIOD OF OBLIGATIONS.
