WILLIAM DONALD SCHAEFER, Governor

Ch. 2

[Each] EXCEPT FOR BALTIMORE CITY, A county[, incorporated
town or city of the State of Maryland, except the Mayor and City
Council of Baltimore, is hereby authorized and empowered to] OR
MUNICIPAL CORPORATION MAY borrow money[,] and incur
[indebtedness] DEBT on its separate and individual faith and
credit.

(B) LIMITATION.

All [funds] MONEY borrowed or obtained by [each entity] A
COUNTY OR MUNICIPAL CORPORATION UNDER SUBSECTION (A) OF THIS
SECTION shall be used by [each such entity] THAT COUNTY OR
MUNICIPAL CORPORATION ONLY for [the following purposes and no
others:

(a)  For] the general protection and preservation of the
public safety, peace, health and welfare of the State[,] and
[each entity thereof borrowing money or incurring indebtedness
under the provisions of this subtitle] THAT COUNTY OR MUNICIPAL
CORPORATION by providing the destitute and unemployed
[inhabitants] RESIDENTS of [such entity with] THAT COUNTY OR
MUNICIPAL CORPORATION WITH:

(1)  assistance, food, shelter, supplies, necessities,
and other relief, either alone[,] or in conjunction and
cooperation with the State or federal government[.

(b)  For the general protection and preservation of the
peace, safety, health and welfare of the State, and each entity
thereof borrowing money or incurring indebtedness under the
provisions of this subtitle by providing]; OR

(2)  work and labor [for the destitute and unemployed
residents and inhabitants of such entity; such work and labor to
be provided], either ALONE OR as a part of a general State or
federal government plan [or to be undertaken by such entity
alone].

[264.] 9-103. MOTION, RESOLUTION, OR ORDINANCE REQUIRED.

[(a) A county shall] TO avail itself of the provisions of
this subtitle [in the following manner: There shall be duly
passed by the county commissioners a motion or resolution stating
in substance that the county has determined to avail itself of
the provisions of this subtitle, and binds itself to fulfill all
obligations incurred under this subtitle.

(b) An incorporated town or city shall avail itself of the
provisions of this subtitle in the following manner: There shall
be passed or enacted by], the governing body of [such entity] A
COUNTY OR MUNICIPAL CORPORATION SHALL ENACT a motion,
[resolution] RESOLUTION, or ordinance stating in substance that
[such entity] THE COUNTY OR MUNICIPAL CORPORATION has determined
to avail itself of the provisions of this subtitle and binds
