of the municipal corporation," Article 23A, Section 14; and

WHEREAS, state law permits the Town Council to set the
referendum on the Charter Amendment question "at either the next
regular municipal general election or at a special election, in
the discretion of the legislative body," Article 23A, Section 14;
and

WHEREAS, the Charter Amendment proposed in the Petition
would amend Section 83-2 of the Town Charter, describing the
corporate boundaries of the Town of Somerset, so as to detach
from the Town of Somerset certain territory comprising
approximately 18.19 acres and commonly known as the Bergdoll
Track; and

WHEREAS, the Petition as submitted contained the proposed
Charter Amendment, which sets forth in a metes and bounds legal
description the boundaries of the Town of Somerset after the
detachment, as well as a map designating the current boundaries
of the Town of Somerset and the approximate location of land to
be detached.

[Section(s) 83-2 of the Charter of the Town of Somerset,
Montgomery County, as found in the compilation of Municipal
Charters of Maryland (1983 Edition), repealed and reenacted, with
amendments.

A RESOLUTION of the Mayor and Council of the Town of
Sykesville adopted pursuant to the authority of Section 3
(entitled "Home Rule") of Article XI-E (entitled "Municipal
Corporations") of the Constitution of Maryland and of Sections 11
through 18 (entitled "Charter Amendments") of Article 23A of the
Annotated Code of Maryland, (entitled "Corporations-Municipal")
to amend the Charter of the Town of Sykesville (being Section 18
of the Code of Public Laws of Carroll County, 1976 Edition, as
amended and being Article 7, Section 18 of the Code of Public
Laws of Maryland), by repealing and re-enacting, with amendments,
Section 18-7, (entitled "meetings"), to change said Section of
the Charter of the Town of Sykesville to provide for closed
sessions, or adjournment to closed sessions, by the Council under
the limited exceptions set forth under the Maryland Sunshine Law,
Section 10-508, of the State Government Article of the Annotated
Code of Maryland, as amended from time to time, the matter
