MUNICIPAL CHARTERS
A DAY AT LEAST FOUR WEEKS
PRIOR TO ELECTION DATE
THIS RESOLUTION of the Town Council of the Town of Somerset
for a Charter Amendment is adopted pursuant to the authority of
Article XI-E of the Maryland Constitution, Section 13 of Article
23A of the Annotated Code of Maryland and Section 83-91 of the
Town Charter. This Charter Amendment amends Section 83-28 of the
Charter of the Town of Somerset, governing the date for the
nominations of candidates for the election of Mayor and/or Town
Councilmembers. Specifically, this Charter Amendment changes the
date of the Town meeting during which nominations are held from
the first Monday in March to a date at least four weeks prior to
the date of election, the specific date to be set each year by
resolution of the Town Council.

amendments.

RESOLUTION
THIS RESOLUTION of the Town Council of the Town of Somerset
is adopted pursuant to the requirements of Maryland law, Article
23A, Section 14. This resolution will set the date for the
referendum election at which a proposed Charter Amendment
changing the boundaries of the Town of Somerset will be submitted
to the voters of the Town of Somerset.
RECITALS
WHEREAS, on August 25, 1987, the Clerk-Treasurer of the Town
of Somerset received a citizen petition for a Charter Amendment
(hereinafter, the "Petition"); and
WHEREAS, the Board of Supervisors of Elections, acting at
the request of the Town Council, has examined the signatures on
said Petition and submitted a written report to the Council; the
Council has verified that said Petition was duly signed by more
then twenty percentum (20%) of the persons who are qualified to
vote in municipal general elections in the Town of Somerset.
WHEREAS, Maryland state law requires a municipal
corporation, upon receiving a petition for a Charter Amendment,
"by resolution, passed as in its normal legislative procedure,
and not later than 60 days after the petition shall have been
presented to it, [to] specify the day and the hours for the
election at which the question shall be submitted to the voters
